In the SoundCloud app, tap Share, then Copy link. On a computer, copy the soundcloud.com address from the top of your browser.

The official SoundCloud app has no option to save a track as a file. A browser does the job on every device.
Looking for a SoundCloud download for PC? You do not need a Windows app. Open this page in Chrome, Edge or Firefox, paste the track URL and the file lands in your Downloads folder.

The full picture
On the SoundCloud website, open a track and click More (the three dots) under the waveform. If the uploader allows it, you will see Download file. If that option is missing, the artist has not enabled downloads, and the mobile app does not offer it at all.
Yes, but not always through SoundCloud itself. The built-in download depends on each uploader, and offline listening in the app needs a SoundCloud Go plan. Pasting the link into a SoundCloud downloader like this one gets you a real file for any public track.
Saving a track for offline listening in SoundCloud Go keeps it encrypted inside the app, and it stops playing when the subscription ends. A downloaded MP3 is yours to keep: it plays in any player, copies to a USB stick and works without an account.
Command-line tools shared on GitHub and recommended on Reddit work well if you are comfortable installing Python and running commands. SCtoMP3 does the same job in a browser tab, which is easier on a phone or a work computer where you cannot install software.
Private tracks, links that need you to be logged in and 30-second Go+ previews cannot be downloaded, because the full audio is not public. If a track plays in full without signing in, it will download here.
